Make a stencil  of each head of animal with cardboard. You can also use ready made stencils (which you can find in Arts and Crafts  catalogs).

Make the outline and  cut out. Paint with acrylic paint. Emphasize outlines with a multi surface felt-tip pen.

Attach a stick at the back with a Scotch tape.
